When a campaign is finalised, are the amounts transferred to the bidder net of the fees that are immediately credited to the portal account?

Fees are set when a campaign is created, deducted when the campaign is placed in FinalizeSuccess, and subsequently credited to the portal account. The resulting collection amount is credited to the bidder's account.
