Yes, it is possible. To finalise a campaign with orders in WAITING status, all that is required is that at least one order is in the status ACCEPTED, REJECTED, CANCELED or MANUALLY_CANCELED. If no order is in at least one of the listed statuses, the campaign must remain in the CLOSED status.
